Authorities have issued a notice as per which, believing in God is akin to a crime where “criminals” must surrender themselves as a result.
DH has accessed an official document issued by the Xinjiang government. It is a notice that was adopted against religious belief and designates normal religious behavior as “committing a crime.”
As per the notice, “criminals” include those who have used the file sharing app Zapya to bypass the firewall and download “illegal” religious videos, those who have worn a burqa or kept a long beard, those who sent their children to underground scripture classes, and more.
The notice claims that if people surrender themselves, they will be dealt with leniently. However, many doubt this to be true and feel it is a ruse to arrest Muslims.
In fact, in a case recently reported by DH, an Uyghur from Kashgar turned to the police a video card with religious content that he had received from a friend, but was shown no leniency and was arrested and sentenced to 15 years in prison without a proper trial.
Public Notice Urging Criminal Offenders to Surrender
(1)Those who have used “Zapya”, etc., to bypass the firewall to download, store, or possess illegal religious propaganda materials or [content related to] state separatism, violence and terror, religious extremism, “hegira” audio/video, and other illegal propaganda materials, but who have not disseminated [such materials] to others;
(2)Those in possession of a small amount of [content related to] state separatism, violence and terror, religious extremism, “hegira” audio/video, or other illegal propaganda materials, but who have only transmitted [such materials] between family members to watch or read, without any other serious circumstances;
(3)Those who, having been incited, tempted, or coerced by others, or having been affected by one’s living environment or other factors, have worn a burqa, or, as a young man, kept a long beard, but neither resisted management nor engaged in provocative demonstrations or other such behavior;
(4)Those who have previously incited, tempted, or coerced family members to wear a burqa, or, as a young man, keep a long beard, but who amended themselves after [receiving] educational criticism;
(5)Those who, as a result of being influenced by the extreme religious thought or readily believing rumors, are dissatisfied with the Party committee and government’s measures for maintaining stability and promoting development, and have previously used extreme speech, but have not committed any other illegal or criminal acts;
(6)Those who do not let their children go to school, and send their children to underground scripture class to study scripture illegally, but who have amended themselves after [receiving] criticism and education;
(7)Those who, in the name of religion, have interfered with the allocation or receipt of another person’s inheritance or have otherwise undermined implementation of the law;
(8)Those who have sold off their house, land and other property, and are preparing to leave the country to engage in “hegira”;
(9)Those who, based on [whether something is considered] “haram” or “halal,” have arbitrarily beaten or insulted others, or damaged others’ property.
Translation - French Selon les autorités du Xinjiang, la croyance religieuse est un crime
Les autorités ont publié un avis selon lequel, croire en Dieu s’apparente à un crime. Par conséquent, les « criminels » doivent se rendre.
DH a eu accès à un document officiel publié par le gouvernement du Xinjiang. Il s’agit d’un avis qui a été adopté contre la croyance religieuse et qui indique qu’adopter un comportement religieux normal revient à « commettre un crime ».
Selon l’avis, par « criminels » sont désignés, entre autres, ceux qui ont utilisé l’application de partage de fichiers Zapya pour contourner le pare-feu et télécharger des vidéos religieuses « illégales », celles qui ont porté une burqa ou ceux qui ont gardé une longue barbe, ceux qui ont envoyé leurs enfants à des cours clandestins d’instruction religieuse, etc.
Selon l’avis, si les gens se rendent, ils seront traités avec indulgence. Cependant, beaucoup doutent que cela soit vrai et pensent que c’est juste une ruse pour arrêter les musulmans.
De fait, dans un cas récemment rapporté par DH, un Ouïghour de Kashgar a remis à la police une carte vidéo avec du contenu religieux qu’il avait reçue d’un ami, mais il n’a pas été traité avec indulgence et a été arrêté et condamné à quinze ans de prison sans procès.
Avis public exhortant les criminels à se rendre
(1) Ceux qui ont utilisé « Zapya », etc., pour contourner le pare-feu afin de télécharger, stocker ou posséder du matériel de propagande religieuse illégal ou [du contenu lié au] séparatisme de l’État, à la violence et au terrorisme, à l’extrémisme religieux, aux enregistrements audio et vidéo sur l’hégire et autre matériel de propagande illégal, mais qui ne l’ont pas transmis à autrui ;
(2) Les personnes en possession d’une petite quantité de [contenu lié au] séparatisme de l’État, à la violence et à la terreur, à l’extrémisme religieux, aux enregistrements audio et vidéo sur l’hégire ou à d’autres matériels de propagande illégaux, mais qui ont seulement transmis [lesdits matériels] entre membres de la famille pour regarder ou lire, sans autres circonstances graves ;
(3) Celles et ceux qui, ayant été incités, tentés ou contraints par d’autres, ou ayant été affectés par leur milieu de vie ou d’autres facteurs, ont porté une burqa, ou, pour les jeunes hommes, ont gardé une longue barbe, mais n’ont ni résisté aux autorités ni participé à des manifestations provocatrices ou autres comportements similaires ;
(4) Ceux qui ont déjà incité, tenté ou contraint des membres de leur famille à porter une burqa, ou qui, pour les jeunes hommes, portent une longue barbe, mais qui ont changé de comportement après avoir reçu des critiques éducatives ;
(5) Ceux qui, parce qu’ils sont influencés par la pensée religieuse extrême ou qu’ils croient facilement aux rumeurs, sont insatisfaits des mesures prises par le comité du Parti et le gouvernement pour maintenir la stabilité et promouvoir le développement, et qui ont déjà eu des propos extrêmes, mais n’ont commis aucun autre acte illégal ou infraction ;
(6) Ceux qui ne laissent pas leurs enfants aller à l’école, et envoient leurs enfants suivre des cours clandestins d’instruction religieuse, mais qui ont changé de comportement après avoir [reçu] des critiques et une éducation ;
(7) Ceux qui, au nom de la religion, ont entravé la répartition ou la réception de l’héritage d’une autre personne ou ont autrement porté atteinte à l’application de la loi ;
(8) Ceux qui ont vendu leur maison, leur terre et d’autres biens, et qui se préparent à quitter le pays pour s’engager dans l’hégire ;
(9) Ceux qui, selon que [l’on considère ou non quelque chose], « haram » ou « halal », ont arbitrairement battu ou insulté d’autres personnes, ou détruit leurs biens.
