Does litigate in the following context mean להתדיין OR להגיש תביעה?
Except as otherwise provided in this Agreement, XXX **may litigate in court** to compel arbitration, stay proceeding pending arbitration, or to confirm, modify, vacate or enter judgment on the award entered by the arbitrator.
It seems obvious that it should be להתדיין בבית משפט, but since this התדיינות follows arbitration, I am not sure it's not להגיש תביעה.
