Texte source - français Ce n’est pas parce que l’État n’a plus d’argent et que les caisses sont vides qu’il ne peut plus rien. C’est le diktat de l’idéologie néolibérale qui l’empêche d’imprimer de l’argent. Si aujourd’hui il ne peut plus rien, cette impuissance et cette paralysie de l’état font les affaires des néolibéraux qui ne se sont pourtant pas privés de faire appel à lui lorsque le système était au bord de l’implosion. Aujourd’hui, c’est sauver le capitalisme que de reconnaître qu’il est impossible d’attendre de sa part l’établissement du plein emploi. En effet, pas plus le capitalisme que les marchés financiers – qui en sont la sécrétion la plus visible et la plus agaçante – n’ont vocation de philanthrope et c’est précisément pourquoi l’intervention de l’État s’avère vitale pour rasséréner l’économie, garantir et préserver l’emploi, réprimer les abus. Si l’État décide de ne pas entrer dans le processus de création monétaire, sa seule source de financement reste l’émission d’obligations, sachant que les sommes empruntées à l’intérieur de ses frontières nationales seront forcément soustraites à l’activité économique et lui feront défaut. Chaque euro emprunté par l’État à ses nationaux sera ainsi un euro de moins qui manquera à l’investissement, aux crédits consentis aux entreprises et à la consommation. Dans la même logique, les emplois créés grâce aux dépenses étatiques sont autant d’emplois qui ne le seront pas par le secteur privé. En effet, les stimuli de l’État permettront de construire de nouvelles écoles et de rénover le réseau routier, autant de travaux et de dépenses qui seront clairement effectués au détriment de l’industrie et du secteur des services. Il va de soi que la bonne gouvernance des affaires publiques penche vers la sobriété et qu’il est nettement plus avantageux – non seulement pour les comptes publics mais surtout pour développer les initiatives et les intelligences – que ce soit le secteur privé qui fasse vivre et prospérer l’économie. Pour autant, les déficits publics sont rarement creusés par choix ou de gaieté de cœur par les autorités politiques, mais plutôt par une nécessité impérieuse de suppléer aux carences et aux faiblesses du secteur privé. Il est donc fondamental de comprendre que les déficits publics ne sont que la conséquence de la baisse de la demande agrégée et non leur cause. Déficits qui seront automatiquement résorbés lorsque l’économie se redressera. En s’endettant, en réduisant les impôts, en multipliant les dépenses, l’État ne fait que combler des lacunes et boucher des trous laissés par le secteur privé. Le circuit économique fonctionne en effet selon le schéma des vases communicants, c’est-à-dire qu’un domaine d’activité ne peut générer des profits que si un autre dépense ou s’endette au même moment.
Ce faisant, l’État remplit son devoir de salut public et remet les gens au travail en assumant, au moins partiellement, la mission d’investissement dans l’économie, provisoirement suspendue par le secteur privé dans la tourmente. À cet effet, les réductions d’impôts représentent un levier qui certes compte, mais dont l’efficacité est assez limitée car pratiquement sans impact sur les profits des entreprises et sur les revenus des privés. De même pour le maintien des taux d’intérêt à des niveaux bas, qui ne favorisera pas de manière significative les prêts en faveur de l’économie réelle car les détenteurs de capitaux se tourneront vite vers des investissements plus lucratifs. Quant à la création monétaire, si elle est vitale et si elle est indiscutablement de mise en période de crise, elle ne saurait perdurer éternellement du fait de ses implications inflationnistes et du mauvais pli qu’elle insuffle aux agents économiques qui, sachant pouvoir compter sur la générosité de l’État, seraient capables de se lancer dans les aventures les plus hasardeuses. L’État est donc attendu ailleurs, son action la plus efficace et la plus constructive se situant à un autre niveau, celui de la stabilisation et de la régulation de l’investissement privé. Il n’est nullement question pour la puissance publique de nationaliser les entreprises, mais de nouer des partenariats avec l’ensemble des opérateurs du secteur privé afin que son action – désintéressée par le profit et toute tournée vers l’intérêt général – agisse comme régulatrice et comme canalisatrice des investissements privés. Plus ou moins étroite selon les domaines d’activité, selon la santé des entreprises et en fonction de l’impact d’un secteur donné sur l’ensemble de l’économie, cette coopération doit tendre vers la réalisation du plein emploi qui ne saurait s’accomplir sans l’effet stabilisateur de l’État. Contrairement à ce que prétendent les théories monétaristes, l’avenir est incertain, les informations à notre disposition incomplètes et les marchés imparfaits, ce qui rend ces partenariats et ces initiatives conjoints entre secteurs public et privé incontournables, et ce, pour le plus grand bénéfice de la croissance, du pouvoir d’achat et de l’emploi. Il convient donc de réhabiliter l’État qui a toute sa place dans le système économique, à condition qu’il puisse exercer son emprise de manière rationnelle et loin des calculs politiciens. Seul l’État peut en effet réduire l’incertitude.

Every euro borrowed by the State from its citizens will thus mean one less euro available for investment, one less euro available for credit extended to businesses and one less euro available for consumption. By the same logic, jobs created by state spending are equal to the jobs that will not be created in the private sector. In fact, State stimulus funds enable the construction of new schools or the renewal of the highway system, work and spending clearly done at the expense of industry and the service sector. It goes without saying that good governance of public affairs requires restraint and that it is clearly more beneficial – not only for public coffers, but most of all for developing initiatives and knowledge – that it be the private sector that breathes life and prosperity into the economy. Furthermore, public deficits are rarely dug by design or with happy hearts by political authorities, but rather by the urgent necessity to make up for the deficiencies and weaknesses of the private sector. It is therefore essential to understand that public deficits are nothing more than the consequences of lower aggregate demand and not their cause. Deficits that will automatically be absorbed when the economy recovers. Incurring debt, reducing taxes and increasing expenses, the State is only bridging the gap and filling in the holes left by the private sector. The economic cycle works, in effect, like a series of interconnected chambers, that is to say that one area of activity can only generate profits if another one spends or incurs debt at the same time.
In so doing, the State fulfils its duty of public welfare and puts people back to work while assuring, at least partially, its mission of investing in the economy, suspended temporarily by the private sector during the storm. To this end, reductions in taxes represent a lever, which certainly counts, but whose effectiveness is fairly limited for it has very little impact on business profits and on individual incomes. It is the same for maintaining interest rates at low levels, which will not very significantly benefit borrowing over real savings because the holders of capital assets will turn quickly to more lucrative investments. As for printing money*, if it is vital and indisputable to do it during a period of crisis, it should not last forever because of the inflationary implications and the wrong message it sends to economic players who, knowing they can count on the generosity of the State, are capable of jumping into the most risky kind of adventures. The State’s presence is therefore expected in other areas, its most efficient and constructive action being in another realm, that of stabilizing and regulating private investment. We are not talking about the public authority to nationalize enterprises, but to engage in partnerships with all of those working in the private sector so that its activities – focused totally on the general well-being and not profits – work as a watchdog and conduit for private investment. More or less limited by the purview of activity, by the health of the businesses and as a function of the impact of a given sector on the economy as a whole, this cooperation should lead towards attainment of full employment, which cannot happen without the stabilizing effect of the State. In contrast to what monetary theories claim, the future is uncertain, the information at our disposal incomplete and the markets imperfect, which renders these partnerships and joint initiatives between public and private sectors inevitable, and this, for the greater good of economic growth, purchasing power and employment. It is thus fitting to restore the State to its full place within the economic system, on the condition that it can exercise its influence in a rational manner far removed from political scheming. Only the State can, in effect, reduce this uncertainty.
