Porqué is clearly a typo, it should be por qué or porque, I reckon it is the first. This sentence needs to be analysed in light of the precept transcribed, as Marian has said above.

as I indicated in the previous question, I believe "debe porqué" is an errata... you need to base your translation on what the law/regulation/whatever transcribed actually says.
