Prognostibility? I got 7 Google hits for this term.

But how can an annual budget forecast anything in the first place?

13.1 Der Forecast ist ein vorwärts gerichtetes Steuerungsinstrument und soll als Richtschnur und Planungsinstrument dienen, um die Prognostizierbarkeit des Jahresbudgets festzulegen und den Auftragnehmer bei der Steuerung seiner Dienstleistung sowie den Einsatz der zur Erfüllung benötigten Ressourcen unterstützen.

May i just explain what forecast means in my company: working out on sales figues for the year so far whether the budgeted (=planned) turnover will be achieved. It is a Hochrechnung = extrapolation the result of which will be compared with the budget figures to show if results for the year promise to be within planned range or not.

Perhaps they're just trying to say that they use 'der Forecast' to forecast (or establish) the annual budget??

thoughts I can't get a good grip on the German sense. How could the forecast "determine/define" predictability (of budget numbers?) If you think "establish" then it sort of makes sense - the forecast is the required tool for making/being able to make predictions about future budget numbers. Managers work from the forecast to arrive at some tentative figures for the future budget.
That the tool does help calculate the budget is shown by your added context and also by this example:

I don't think it makes sense in the German - the forecast is not used to assess the Prognostizierbarkeit of the budget. I would say it's "used as a guideline and planning tool in setting the annual budget".

They seem to have taken Prognostizierbarkeit from the German translation of their English term Der Forecast. Do they use der Forecast to determine the forecastability of the annual budget?
