Not sure of the translation, but... A 'convención constituyente' is a non permanent body whose function it is to modify the constitution. They are elected in a similar way to congress members, who I believe can also be elected to the 'convención'. Obviously a 'convencional' is a member of this body. This is done at the national or provincial level

es una persona es en Argentina, no tengo más contexto porque es el perfil de un funcionario pero entiendo que son las personas que se eligen para que modifiquen las consituciones provinciales/nacionales
