Probably you are right I concede you are probably more familiar with Moroccan turn of phrase than I am. Still, I cannot see why we need two notaries for a divorce case. Logic and Shari'ah would require at least two witnesses to prove to a court that the divorce has occurred. I take المنتصبان للإشهاد بدائرة المحمة الإبتدائية to mean "standing ready to give testimony at the court of first instance. You seem to understand that the phrase means "two notaries have been appointed at the court of first instance to receive depositions".

Salem, Mr.Alabdali. According to the sentence and to the context, they are notaries (public) and we have a reference to the jurisdiction within which they can act: "المنتصبان للاشهاد بدائرة المحكمة الابتدائية
" (The Court of First Instance). Thus, there are not witnesses.

حتى لو فرضنا حتى لو فرضنا أن الكلمة هي "العدلان" وليس "العادلان" فإن المعنى لا يتغير إذ أن المعنى محكوم بالسياق، والسياق الوارد هو شهادة على حصول طلاق مما يستدعي وجود شاهدين بالعدل كما أن السياق لا يدعم فرضية أن المقصود كاتبي عدل، فما الحاجة إلى كاتبي عدل في قضية طلاق؟
