This is from a a friend's description of Boris Yeltsin when he was having problems with the Party leadership during his time First Secretary of the Moscow Municipal Committee.
Мне кажется, что уже тогда такой масштаб Ельцина, как незаурядной личности и выдающегося политика, уже закладывался, он уже чувствовался. Не последнюю роль здесь, на мой взгляд, сыграли, может быть, три предпосылки: первое – это его корни, это уникальность, с одной стороны, и типичность его родственного, семейного исторического происхождения: зажиточный род с безусловным, можно так сказать, культурным кодом.

: This isn't good English usage. Companies and universities get founded, and even then, for the most par, they are not "being founded". Also, things are not "getting" but rather "becoming" obvious. Keep trying.

This refers to the expression "закладывать фундамент" - "to lay the foundation of something", "to lay the groundwork for something". So "масштаб ... закладывался" means "the caliber of his personality was already beginning to take shape", "the groundwork for the future caliber of his personality was being laid even then", etc.
