Art. 175. § 1. Lay judges select a board of lay judges, the chairman thereof and deputies.
§ 2. The tasks of the board of lay judges include, in particular, increasing the level of work of lay judges and representing lay judges as well as stimulating the educational activity of lay judges in the society.
§ 3. The Minister of Justice specifies, by regulation, the procedure for selection, composition and organisational structure, procedure for acting and detailed tasks of the board of lay judges, taking into consideration the obligatory nature of the board of lay judges as a self-government of lay judges in a given court, the scope of cooperation with the president of the court, the need to include the chairman and deputies in the organisation of the board and to specify their tasks.

As always it depends on your audience - of course you want to preserve the original register but you want the reads to be able to relate what s/he is reading to their own experience... Therefore for BrEng I'd use the word 'bench'. Besides as far as I can tell the magistrate and the 'ławnik' have very similar roles...

Discussion
W Polsce to nie jest rada nadzorcza w kontekście, to jest organ wyłaniany na podstawie (chyba - rozporządzenia ministra sprawiedliwości), który zajmuje się sprawami organizacji pracy ławników, sposobami ich wyboru, szkoleniami w celu osiągania przez ławników jak najlepszego poziomu pracy/orzekania, etc.
Możliwe, że w gronie "rady" są także ławnicy, którzy "na co dzień" pracują w posiedzeniach sądu.
The "board" here stands for the administrative, a decision-making body who in Poland seeks among other things for methods for, say - improvement of the lay judges work per se.
I thought a marriage of BrEng and AmEng suggestions posted here would work well, i.e. "the bench of lay judges". And 'bench' is widely used in the US as well. I just don't think 'board' works so well in the legal context. Just saying... my last word and now I shut up :)
"Council" - provides consultations or directions.
"Board" - decides on implementing ("realizacja") them as the executive wing.
