Maybe the intended meaning was "people who take the time to stop and think (about something)"? Who knows.

"люди в мыслях" is not Russian. Do you mean "вдумчивые"?

this is the term usually used in English, but I agree the Russian sounds strange.
Example sentence:

He was a pensive loner plagued by brooding worries.

She was a very pensive person, thoughtful and kind in every way.
