Spanish term

teniendo como premisa fundamental

Spanish to English Other Electronics / Elect Eng Power supply project

My try:

At the request of [company name], owner of the property where the Technical and Financial Prefeasibility Study was conducted to execute the project known as [photovoltaic project name], and which is intended to determine the feasibility of such project in order to subsequently execute it, having as an essential premise the project (site) location, and upon conducting the respective engineering analysis [it was determined that it (the site) offers enough solar radiation potential, unlike other sites analyzed by different project developers in the province of [province name].

A propósito lo de " [it was determined that it (the site)" lo estoy agregando puesto que considero que puede ser la parte faltante que le de sentido al texto fuente.

Una primera opción sería:

"having as an essential premise"

aunque también pienso que podría traducirse como:

"under the essential premise"

Much appreciated Patricia
neutral philgoddard : I simply don't think this works in the context.

Fair enough, any suggestions?
agree Yuriy Vilner (X) : I agree that premise must be kept. I would phrase as follows "...., with the project site as a basic premise thereof, which..."

Its main purpose was to

You should start a new sentence at this point. English doesn't use enormously long ones like Spanish does.
Note from asker:
Thank you Phil and Neil for the suggestion. You're right!
Again, I agree with Robert, when he states that "the entire paragraph seems incomplete". Anyway, I do appreciate your invaluabel assistance.
Peer comment(s):

neutral Jennifer Levey : I agree that it would help to start a new sentence at this point, but "premisa" is not "purpose" (propósito).

Premise doesn't make sense in the context.
neutral Yuriy Vilner (X) : I would not start a new sentence. Legal English uses sentences as long if not longer than those used in Spanish-language legal documents.

neutral Robert Carter : I don't think it's possible to start a new sentence here, it would leave what comes before it as an incomplete sentence. In fact, the entire paragraph seems incomplete, it looks like something else must follow to give meaning to "at the request of".
