¿"Expedida por el titular de la defensa"? Y al mismo tiempo va ¿"dirigido a" esta persona? I think we need some clarification, e.g., why expedida (feminine) but dirigido (masculine)? And why would the same document be expedida por and dirigido a the same individual?

Depending on the country (Mexico or the Dominican Republic?), surely the latter would not issue an Orden de Trabajo, namely a Work Order.
