- Sin detrimento de sus tareas de prevención, la Policía Nacional por iniciativa propia, por denuncia, o por orden del fiscal, deberá proceder a investigar cualquier hecho que pudiera constituir delito o falta, a impedir que los hechos cometidos **sean llevados a consecuencias ulteriores**, a individualizar y aprehender a los autores y partícipes, y a reunir elementos de investigación útiles y demás elementos de información necesarios para dar base al ejercicio de la acción por el Ministerio Público.

The reference seems to be to **the same acts** having further consequences (and not specifically to "further unlawful acts").

"Widening out to further consequences" is not idiomatic.

I think this is what they are getting at. It is understood that we are trying to avoid the "consequences" of these further unlawful acts, but including the consequences makes the sentence too clumsy in English IMO.
