from the lmited context it looks like they are talking of a "deviation" from the "normal flow" of information back and forth between the client and the insurance company when negotiating /signing an insurance.

The "deviation" is here like a branch of an algorithm (the algorithm being here the "SOP" i.e. the Standard Operating Procedure) showing what to do when some "error" in the procedure occurs, like "emails not sent or not received".
