IMO tutaj rzeczywiście "or", ponieważ - na moje oko - "planowy/zaplanowany czas trwania niezaplanowanego braku zasilania" nie ma sensu.
Poza tym jest kilka dziwnych miejsc, np. "to review the forecasts of already completed product delivery". Jakie prognozy, gdy mowa o zakończonej dostawie? Może chodzi o "dostawę gotowych/ukończonych produktów"?
To są kwestie do wyjaśnienia z autorem - nawet, gdy robisz backtranslation. Jeżeli autor pomylił się, to niech skoryguje - będzie z korzyścią i dla ciebie, i dla niego. Jeżeli nie pomylił się, to niech wyjaśni.
