Hi all,
having difficulty to translate the above into English, which results, in my opinion from the fact the certain Russian terms in the realm are not fully parallel to the English ones. No problem with the first and third elements: Open a criminal case, ..., and start investigation. I was thinking of "initiate criminal proceedings" as a translation of the second element, but it feels wrong because proceedings connotate with a court procedure (and we're talking about police here). Besides, criminal proceedings may include the "opening" and "starting."
Any idea regarding translation of "принять его к производству"? Omission?

УПК РФ Статья 156. Начало производства предварительного расследования
1. Предварительное расследование начинается с момента возбуждения уголовного дела, о чем следователь, дознаватель, орган дознания выносит соответствующее постановление. В постановлении следователь, дознаватель также указывает о принятии им уголовного дела к своему производству.

2. Если следователю или дознавателю поручается производство по уже возбужденному уголовному делу, то он выносит постановление о принятии его к своему производству, копия которого в течение 24 часов с момента его вынесения направляется прокурору.
