mood altering drugs (substances)
I often use this solution when there is a need for more synonyms, and "narcotics". etc. has already been taken up.
estupefaciente = something that makes you stupid
A definition I've always liked. "Mood altering" seems to fit the bill as well.

I understand Marian suggests this term in her notes, and I'm not trying to take anything awayfrom her suggestion. But in my own experience, the term used in California Courts is "narcotics".

depressants
as in a drug that depresses the nervous system (as opposed to a stimulant). Depressants include alcohol and barbituates. Stimulants include cocaine and caffeine. Hallucinogens are in a class by itself, and include marijuana and LSD.
I agree with the colleague that said "downers", in the sense that it's the right meaning; however that would be informal, slang sounding. Depending on your context, if you want something more neutral or scientific, consider this option.

The \"narcotic\" classification applies to depressants capable of inducing sleep, such as opium, morphine, and heroin.

From your context, I don\'t think this is necessarily referring to illegal or controlled substances. They simply mean that the establishment wouldn\'t be prescribing depressants or drugs capable of inducing drowsiness after X....

stupefacient / mind-altering drug
I have seen "mind-altering drug" used as an alternative to stupefacient. It's not an exact equivalent, bu The strict definition is "an agent that induces stupor." "Stupefactive" is the adjective.
A "narcotic" affects the central nervous system and is addictive -- overlapping, but not an exact equivalent.

Discussion
Latin: "stupefacere" = to put to sleep). The Greek synonym of the Latin word "stupefacient" is narcotic (from narcos = sleep).
