מחזור/מעגל שסתום חסכן

Economizer is a component that increase the efficiency of liquid and gas (among others) circulation.
I assume the you refer to a valve that is part of the circulation system.
In this case (and without further context) I believe that the valve is part of the economizer component, or as some functionality that reduce waste and increase efficiency. I also assume that the circuit refers to the air or liquid circulation, but without further context I'm not completely sure about that. Maybe just שסתום חסכן is enough.
