For example, if you ask a stranger what platform you need for the 5.45 when you're at a train station that would be an "in context" situation, but if you approached the same person and asked them, completely out of the blue, what they thought of the prime minister, that would be considered somewhat odd. I imagine that's the kind of thing that they mean by "out of context".
