What does this mean to us?
• Increased public scrutiny in what we do and how we do it and an ability to connect around issues very quickly.
• We not only have to be great – we have to prove we do so efficiently and transparently. We are the sort of organisation that everyone has an opinion on and they believe they have a right to voice it.

communicate in reference to specific problems

"Connect" here is a synonym for "communicate."

"Around" is a loose (though understandable) usage for "about", emphasizing teamwork or thoroughness I suppose.
