If you chew food up, you chew it until it is completely crushed."To chew up" is a phrasal verb, if something is chewed up, it has been destroyed completely. If the relationhip was chewed up - the relationship was destroyed; if the person was chewed up - his/her personality was crushed, he/she was put down, humiliated by his/her partner and,probably, still bears scars (physical or psychological).
