contracts let

This is another alternative. Contractors often buy out spec sections which really means giving out a purchase order/contract for windows furnished and installed or wall coverings furnished and installed. They will refer to "buying out" or "letting" the contract for that portion of the job.

Clarification: I was just using windows or wallcoverings as examples. It can be any spec section for interiors or core and shell, etc.

Usaully buying is from an outside source. Here the meaning could imply buying after negotiation for a reduced price.
