then my first guess would be that this is the US government's
version, or application, of the CAMEL standards.

is the acronym for "Electromagnetic Compatibility".
If this is for EMC compliance,

Camelus dromedarius (camel) and ostrich (struthio camelus) contain the word in their scientific names and they do get mentioned in official documentation quite frequently, both with reference to meat, and the ostrich with reference to avian flu as well.

Camel (camelus dromedarius) and ostrich (struthio camelus)...
for consistency.
