To be honest I have a problem with understanding the whole sentence. The text is otherwise easy, but I just don't seem to be also to make anything out of this bit:
'The side-lay movement is provided to be driven by an automatic side-lay register control device make FIFE.'
Could somebody try to rephrase it for me in understandable English?

Movement sideways of something wrapped round a cylinder
An automatic control device made by FIFE registers the sideways movement across the cylinder.
