Seems to me that this is a health and safety issue for consumers of the meat, so that not talking above (over) exposed meat means that the risk of germs from the person processing the meat will not be spoken or breathed onto the meat concerned

But why would anyone want to apply acupressure to meat?! I don't see how it makes any sense in a food context (which this is)

I still believe this is a typo (Peter is correct).
What KathyO pointed out is somewhat intriguging however, so I just looked up a dictionary or so, then came across things like this ....

Still makes no sense in this context, so it well could be a typo.
If not, it means placing diced or grounded or chopped up meat into a cup for measuring purpose.
In food preparation context we frequently see instruction to "2 cups of chopped up onions ....." etc.
Again, meat goes by weight, not by a measuring cup in most of cooking context.
Just an idea .......
