We have a bait set up
From what I understand, oily slicks (based on the natural oil from the chopped up fish -- chum) are used to fish for sharks.
Here the guys are saying that they should stay put (i.e., stay where they are), because the bait for the shark is out there, and the shark might "bite" at any moment.

Of course, all of this is assuming that your passage IS from "Jaws" :-)
