Some states commission their notary publics for life, meaning they have this job for ever.

what's written above is true and I bet my life on it

It doesn't mean that this person (Notary) is going to do this duty forever. I think it means that he's swearing that "what's written above is true and only the truth, i.e. just like when you testify in court, putting your hand on the Bible saying the phrase that I wrote in this explanation.
