I found this in the testimonial section of the company's site.
so it should be "Traca" it seems not "Tracker". It would seem this means that the tool is being monitored to make sure it is being used properly and training is successful and ongoing...

another thought,; maybe the company calls the training programme using the Traca "trackers" so they have done an audit or monitoring operation and discovered that
