Centralized call center for a local area - see explanation below
This is just a guess - I am assuming that is a adminstrative call center for a local area. The adminstrative part would be the fact that they coordinate all activites for other Call Centers in the area or other local areas. A Call Center is where people can call in and get information or can be connected to ap place that can give them the information- I assume this is either for a local government or some sort of agency needing localized support in an area.

From the context it looks like something for a private company. Then the admin part would be everything in delaing with the company from a Call center point of view, warranties, product information, maintenance and so on. They would be the point of contact for the customer.
