Society’s developments are characterized by rapid changes. Technical and professional solutions have a steadily reducing lifespan. In planning XXX prison, the basic idea has been to build a construction that offers the flexibility necessary to meet new challenges and correctional developments. The goal is to be able to adopt new working methods and activities within the current ***building situation***
XXX prison is designed for staff to have an exciting, meaningful, challenging, interesting and well-facilitated workplace. The prison will offer modern and contemporary solutions that provide the possibility for the staff to make use of their professionalism. In order to secure collaboration and co-operation between various staff categories, all education, work operations and program-activity is gathered in a common activity-centre. The prison provides much flexibility as to future needs. The way the prison area is used can be changed within the existing ***building situation***
What does "building situation" mean? The whole text is about one particular prison recently build in one of the European country. Does "building" here mean the way the facility/institution/establishment (prison) is built?

I think the author is awkwardly stating what could otherwise be said as the situation (or configuration) of the building (the physical prison.)
If you take the 2 sentences:
" The prison provides much flexibility as to future needs. The way the prison area is used can be changed within the existing building situation."
I think it means that the prison can be remodeled easily, or perhaps also easily expanded.

This is a similar use of building situation meaning configuration:
"On the subject of wood floors - one of the nicest building situations seen recently was a T-hanger in which the builder constructed a floor of plywood over a 2 X 4 joist framework laid on the floor. Not only was it a "soft" feeling floor that eliminated the cold concrete, but his heating was piped through the framing which warmed the entire floor. He cut floor vents wherever he needed more heat. Great idea and not expensive!"
