The text in question provides procedures for change proposals. My doubt is about the meaning of "for all shifts".

Sentence:
"In case Operations Manager demands so, the Originator’s position shall for all shifts sign the change proposal before any further treatment."

Is the author talking about daily shifts (morning, afternoon, evening)?

as "shifts" is ambiguous we would really need more specific context :)

"originator's position" Whilst agreeing that it's poor English, I have a feeling this is used in nursing, in hospitals where there is a "position" manned at all times by at least one nurse.

I agree with Jack that this is iffy English so very hard to give you a reasonable answer ...

"Position" is the subject, but doesn't make sense How can a "position" sign a change proposal? It is all poor English.
May be "If the Ops. Manager requires, the Originator's agent shall sign the change proposal for all shifts before any further treatment".

I think it's about working/daily shifts. And the sentence should probably read: "In case Operations Manager demands so, the person in the Originator’s position shall for all shifts sign..."

the person in the Originator’s position = the person in the Originator’s capacity
