Gas Pressure Stabilizer vs Gas Pressure Regulator

What's the difference between Pressure Stabilizer and Pressure Regulator? Can anybody explain this, please, or give a link where I can find information?

One maintains set pressure, other sets pressure

The pressure is set by the regulator and this pressure is kept to the setting by the stabilizer.

Thank you! The problem is that in Russian we have both (pressure stabilizers and regulators), but in English both of them are called just regulators (or not?). How can I identify them? How can I find stabilizers among regulators?
For example, this is a regulator http://www.wattsindustries.com/NEW-Pressure-regulator-4-bar-operating-pressure-.aspx?GB-11-1-21-50-369-18, but in Russian it is a stabilizer.

A pressure regulator is a valve that automatically cuts off the flow of a liquid or gas at a certain pressure. Regulators are used to allow high-pressure fluid supply lines or tanks to be reduced to safe and/or usable pressures for various applications. Gas pressure regulators are used to regulate the gas pressure and are not appropriate for measuring flow rates. Flowmeters, Rotometers or Mass Flow Controllers should be used to accurately regulate gas flow rates.

in gas turbine system

I would think the context is in the gas turbine equipment. In the normal industry, there is likely no gas pressure stabilizer or it is likely the same with gas pressure regulator.
