An odd phrase A person's "build" is their natural physical shape: stocky, slim, broad etc., for which bones are at least as important as a tendency to fat or thinness. Muscle tone, on the contrary is something you have to work to attain even though some people attain it more easily than others. This might explain why, when I googled the phrase I got the grand total of seven hits, five of which were your own question and two of which were duplicates of the same cycling jersey ref. I strongly suspect that the author is not a native speaker of English and this is reinforced by your next question.
