English term

on a DBFO basis

English Other Transport / Transportation / Shipping (toll motorway projects)
The whole sentence (British English source) goes like this:
"The local government has subsequently decided not to proceed with this project on a DBFO basis."
I don't know if I get the abbreviation here right (Design, Build, Finance and Operate). Could anyone clear/rephrase it please?

Discussion

cquest (asker) Sep 24, 2005:
Then perhaps at some point the government wanted to get the consortium (under a DBFO contract) to introduce the toll booths and thus collect the revenue? Whatever ;-) Thank you again.
Johan Venter Sep 24, 2005:
I would like to say yes it is, but unfortunately it is not. Like other parts of Europe you need a highway pass to make use of it, but there are no toll booths that I am aware of.
cquest (asker) Sep 24, 2005:
thank you Is the D5 a toll motorway or a free one? BTW, the relevant consortium was Strabag/GTM Entrepose.
Johan Venter Sep 24, 2005:
Being from Poland I assume that you understand some Czech. Here is some more info about the D5 that may help you a bit: http://cs.wikipedia.org/wiki/Dálnice_D5
Johan Venter Sep 24, 2005:
The DBFO option seems a little strange to me in this instance, though, as the D5 is not a new road, but was built a few decades ago. Perhaps a mistranslation from Czech to English?
Johan Venter Sep 24, 2005:
If I understand well the government of the Czech Republic decided to maintain the responsibility for this road themselves and not put it in the hands of private companies, who would then have had to "design, build, finance & operate" it.
cquest (asker) Sep 24, 2005:
How do you understand it? The government has chosen another option (not a DBFO contract)? I don't have any more details, just the name of the project (D5 Motorway, Czech Republic).
