From what I understand it's some form of charity organisation? Full sentence is: l’addizionale per l’integrazione dei bilanci degli enti comunali di assistenza. It's in a list of taxes & surcharges to be introduced. Hope someone can help!

From what I understand this is a new form of charity organizations that came into being in 1937. Since the board was composed of town councillors I'd leave "municipal" as a translation.
