Does the facade show multiple points of reference? I want to know if "1-14" references multiple axes, or if it references the sheet number in the plan set. For example, is the next sheet in the plan set labeled "1-15"?

Don't know enough about the subject matter to be anywhere near certain, but this time a multitran translation seems plausible.

Hard to say exactly without more context or a picture of the elevation.
Note from asker:
it also has a picture from the opposite side with the writing фасад в осях 14-1, so I'm guessing this is probably it?
