I think the "рулит" probably be needs to be omitted in English, since I can't figure out a way to get "steering" into anything that makes sense in EN. Perhaps:
"China looks for a way out"?

There is a Russian expressin, in theater, "на выход" meaning to go onto the stage. In the context of this article, the manufacturers are prepared to drive onto the world stage with their products.

Maybe it's worth spelling out more than what's in the original, since anything like "heads for the exit", "steers for a breakout" either obscures the meaning or sounds too violent.

neutral Yulia Savelieva : I think the meaning of the article is not that Chinese car manufacturers want to 'get off', as implied by your answer, but rather that they are trying to 'get out' (into the foreign markets).
