This one is tough because it is a unique Russian thing.
I'd think that the closes concept is some sort of off-campus site which is used for education and/or internship purposes. And I wouldn't separate it from "пилотная площадка", rather I'd translate it a whole unit.
If the emphasis is on internships, you can name it "off-campus internship site", like here:

If the emphasis is on education in a certain field, I'd use the translation I proposed in the target term box - off-campus educational experimental site - similar to here (even though the concepts are totally different):
