underwriter

If the question is about issuing shares, an underwriter (a stockbroking company) takes responsibility. Another possibility is "issuer". I don't think "initiator" works in this context.

disagree alex11 : no , we do not know who issued them. According Ru text it is about who initiated to sell. therefore: " initiating party"
