The drug user has just said the following:
- In another town drug users pick up used syringes that have been left lying around in stairwells. They wash them and then inject with them. Sometimes there are still some drugs left in these syringes.

Interviewer: Da, patsany (spivaiutsia)
Respondent: Mozhet byt' i tak, potomu chto tam patsany koliutsia imenno vot khankoi, rastvorom, potomu chto tam netu takogo chto, vot lepeshki tam, geroin, polovinki tam, nu, ne praktikuetsia. Tam narkoman, on i koletsia za schet etogo. On poshel, kupil, razlil, vody dolil i vse, rasdal, poshel eshche raz kupil...Vot za chet etogo i koletsia. Tam takikh ochen's mnogo.

I don't understand the point he is trying to make. "za chet" chego?
Also does anyone know what "polovinki" are?

He\'s saying the guy dilutes the drugs with water and sells the same amount of the drug for more money. The money he makes he uses for his own drugs (or he just uses some of the stuff he mixes).

Apparently, polovinka is half a gram (thanks to Dmitry - his explanation makes sense).

They mean in the quote that the usual minimum dose is 0.1g, and the good one is the \"half\" -- 0.5g. But someone sold 0.08 or 0.09 (not 0.8 & 0.9) for the same price as 0.1. And the \"half\" there was 0.3, which is even less than 0.8*5.
