Used adjectivally, it engenders various collocations like --- middle mountain terrain/relief/topography/area etc. Examples are numerous and easy to Google.
"умеренно расчленяемый" is the author's whim, or a typo. Google gives no hits. The correct spelling is расчлененный - you may see numerous hits.
Англо-русский геологический словарь says (http://www.diktionary.org/index.php/term/16,1179.xhtml) - dissected relief - переводится как : расчлененный рельеф
However, this collocation gets only some 1800 hits. The reason is, "dissected" is rarely used in real life (and in geology/geography papers). The commonly used word is rugged relief (10 300 hits) or, even better, rugged topography (124 000 hits).
Naturally, "moderately rugged topography/terrain/relief/country" etc. etc. follow in abundance, of which "moderately rugged terrain" gets most hits (about 25 000).
I took all those pains to validate my point, but to me as a geologist it is a matter of routine practice to write, and read, phrases like the one I am proposing. Of course it is not a fixed collocation, but I find it best fitting in the context proposed.
Examples of "middle mountain" and "rugged" coexisting in the same text are below.

AGI Glossary of Geology in Russian translation gives the following:
dissection - расчленение. Процесс эрозии, в результате которого сравнительно ровная поверхность становится скульптурной или разрушается путем образования оврагов, промоин, каньонов или других видов долин (.........) This shows that Glossary does not differentiate between ruggedness and dissection, i.e., from its standpoint they are synonyms.
Which does not mean these terms have to be synonymous in non-geological usage.....

The plain В.К. Мюллер (М., Сов. энцикл., 1964): rugged terrain = пересеченная местность (амер. воен.); and the Людмила Игнатьев Каллэхэм Русс.-англ. химико-полехнич. словарь (Наука-Уайли, М., 1993) says, under пересеченный, rugged terrain.
I know the difference between расчлененный и пересеченный.
I gave my answer in good faith, based on my reading and Google frequencies of the two words and my belief that in geology usage the terms are synonymous, but I see Jack is right.
I apologize to the Asker and recommend to disregard my answer in favor of Jack's answer.
