I think my question was simply whether "бить по глазам" implied a painful vision or merely a striking, memorable one.

По-русски так не говорят Бить по глазам (или бить в глаза) может что-либо, но бить в глаз - можно и кому-либо. Без более развернутого контекста непонятно )
