In a marriage record from 1868: "Новобрачные объявляют что они заключили брачный договоръ въ городе Конине и Регента Владислава Рудзинскаго девятнадцатаго (тридцать перваго) Октябра текущаго года."
I interpret this as meaning the newlyweds declare that they entered into a marriage contract in the city of Konin...on the nineteenth (thirty-first) of October of the current year." HOWEVER, I don't understand the use of the word "Регент" here. Any suggestions?

Regent doesn't notarize anything, he rules under sick or underaged true ruler.
Marriage records were kept and done by church, so thats why perhaps he was mentioned, they have needed an official witness under God ;)

Since Russian Orthodox terminology generally comes from Greek, it would make sense to translate регент as Protopsaltes.
