Что касается "линии", из дальнейшего контекста следует, что под "линией" подразумевается "направление" или "тематика" публикаций. Поэтому логично перевести как "theme", "topic", "subject", или что-то в этом роде.

"Avenue of inquiry" seems to be quite often used as "линия расследования". But in general "avenue" can be given a broader context, for example, "avenues for assisting" like here http://enculturation.net/files/availablemeans/avenues.html
