One day in 1976 I interpreted at the final discussion of "the wording" of an Agreement on Cooperation between the DOT (USA) and the Ministry of Railways (USSR). Top leaders were discussing the faintest shades of meaning before they signed.
So, this Minpriroda wording must be the original one.

Comment: "These are not amendments, so "as amended" is not appropriate in this context. I would have rendered it as "as published in". because that's the process -- the official text is published. I eventually settled on "as worded" because of the reference provided. "
