fortifications are a little bit different. When you put a tank into a trench or a cannon, you fortify the position. But dugouts and bomb shelters are shelters.

Nature/purpose of the mentioned structure But pay attention to the phrase "...и методически обстреливает пулеметным и минометным огнем". It implies that enemy is still keeping his resistance to the surrounding area. So the mentioned structure has both protection and resistance characteristics. This context needs a meaning of word such as "fortifications", not just "shelter" or the similar one-purpose ones.

But pay attention to the phrase "...и методически обстреливает пулеметным и минометным огнем". It implies that enemy is still keeping his resistance to the surroundings. So the mentioned structure has both protection & resistance characteristics! You see?

If referring to a place to take cover from enemy fire, that's what it would be.

neutral ViBe : I don't think "built/construct/put up" are the right verbs for something you dig out.../"Убежища" are meant to be as close to the ground as possible, ideally UNDER the ground... I'm so jealous of those who haven't seen one... Honestly...

If the author meant "укрытия" vice "убежища", then on of the terms is "shelter." Multitran offers a variety of solutions for "укрытия" (pls check).
Example sentence:
