: "Basic Concepts" is never used as a bare heading, only as "Basic Concepts in ..." or "...: basic concepts" — http://goo.gl/IKi4T /Ok, let's change "never" to AFAIK and disagree to neutral, but I still think that "basic concepts" is, well, a bit too basic.

Depending on the nature of the article. The former would more likely apply if there is technical information involved, the latter if a more general description of conditions were made

: Раздел "Background" научных статей - это нечто иное: http://www.google.ch/search?q="research+paper"+"background+section" // В разделе"Background" обязательно есть обзор литературы/состояния проблемы. Стандартное название не стоит использовать для другого.

В вопросе сказано, что в этом разделе закладываются основы последующих рассуждений — "исходные предположения", в котором нет предположений — едва ли типичный случай, к которому относятся ссылки, выдаваемые по приведенному Вами запросу.
