I can't quite picture what's going on. It seems he gets into this obliging taxi driver's taxi who is willing to be paid 150 rubles plus the cost of a wrap of heroin(bought at the destination). But what's по количеству? Is he saying that the cost of a tenth of a gram (about 100 rubles) is the cost of the road? But that's not true because there's also the 150 rubles. Or is he just being casual with his thought processes?
Incidentally, I'm having trouble getting into Hotmail. Is anyone else? Stupid question - if you are having difficulty, you won't be able to read this.

Чек is a unit that drugs are sold by. Дорога here is only one dose, for one person. In this case чек and дорога are equal in quantity of heroin.

They don't have money for the taxi fare, so they are paying at least part of the fare, and judging by the quantity the whole fare with drugs?
In that case it's not "expensive" at all but jargon about the cab fare.

I meant my comment to be neutral.
Дорога of course can refer to the fare in sentences like. Одна только дорога туда обойдется в 150 рублей. One-way trip there will cost 150 rubles.
