This is from a report on migration and how migrants integrate into the host society and challenges to that happening smoothly.

The text lists aspects that the native population of the host country and migrants might differ over culturally and talks about awareness of identity... and then: "Siempre que se cuestiona la identidad de un individuo o de un colectivo es a causa de un conflicto, de un cambio, o de un encuentro diferencial."

The differential encounter describing a question of individual or group identity is a good answer. Changes and conflicts might be the factors making an issue of cultural or individual identity.

It looks like sociology/philosophical jargon, probably meaning something like a clash due to cultural differences.
I ran a search for the literal translation and found one mention in a book called The Future of Invention: Rhetoric, Postmodernism, and the Problem of Change. Google book links don't seem to load very well on proz...
