Lien Filing and Cancellation
If the debtor uses a vehicle as collateral for a loan, the lender must file an application for title in the Clerk of Courts office and the lien will be recorded on the new title issued to the lender. The vehicle owner must have a memorandum title for registration purposes.
Upon satisfaction of the lien, the debtor should receive the original Certificate of Title from the lender. The title should contain the lender's printed name, signature and the date that the lien was satisfied. There will be a cancellation stamp on the returned title if the lien has been officially cancelled by the Clerk of Courts. If there is no stamp, the debtor must bring the title to any Clerk of Courts title office to have the lien officially cancelled. A lien cancellation may or may not have been filed electronically.
If the lien is being cancelled on a non-printed title, the lender can provide written, faxed or electronic confirmation to the Clerk of the satisfaction of lien.

You cannot transfer ownership of an automobile with the Memorandum Certificate of Title (white copy). It is issued only for the purpose of obtaining license plates when the original title is held by the lien holder. A Memorandum Certificate may be applied for in any county.

Upon satisfaction of the mortgage, the owner will either receive the original Certificate of Title from the lending institution showing that the lien is cancelled, or a letter stating that there is no lien, which can be used to obtain a Duplicate Certificate of Title.

The holder of a certificate of title for a motor vehicle upon which is noted an existing lien, encumbrance, or mortgage at any time may make application to a clerk for a memorandum certificate, which application shall be made in the form prescribed by the registrar of motor vehicles and signed and sworn to by the applicant. Upon receipt of the application, if it appears to be complete and in order, together with the fee prescribed by section 4505.09 of the Revised Code, the clerk shall issue to the applicant a memorandum certificate for the motor vehicle. If the memorandum certificate is lost or destroyed, the holder of it may obtain another memorandum certificate upon the filing of an application with a clerk on a form prescribed by the registrar, accompanied by the fee prescribed in section 4505.09 of the Revised Code. The memorandum certificate shall be effective only for the purpose of obtaining a certificate of registration, is not assignable, and constitutes no evidence of title or of right to transfer or encumber the motor vehicle described in it.
